Was the Military Strike on Iran’s General Legal?

Professor Karen Greenberg, an expert on national security, was featured on a Bloomberg podcast examining the legality of the military strike on Iran’s general Qasem Soleimani.

It’s almost as if the word ‘terrorist’ can be used to justify the use of the authorization of the use of military force, whether or not it is attached to 9/11 or Al-Qaeda, which is the original intent of the authorization for the use of military force. It has changed over time, partly because policy partly because of some legal decisions that were made to spread to associated forces with Al-Qaeda, nevertheless this would not be in that category.
