Carl Minzner, China specialist at Fordham Law School in the US, says: “Centralisation, professionalisation and separation from local interests are the new watchwords of the day” for the law — whose key goal is to safeguard the party’s own supremacy, since Xi views the party as incorporating China’s identity, at the heart of the “China dream” that he created as his own catchphrase.
