On the international level, in order for the United States to impose trade barriers that we would otherwise not be entitled to impose under our trade agreement obligations—if we are using national security as our reason—we would have to be either in time of war or we’d have to be in an emergency in international relations, which is generally understood to be the things that happen right before you’re actually in a war.
