Publicly Trump insisted that he got some kind of concession from Prime Minister Trudeau that Canada would play nicely in the NAFTA renegotiation in exchange for that exempting Canada from the steel and aluminum tariffs. But I firmly believe that it went the other way. I firmly believe that in a private phone call Prime Minister Trudeau told Donald Trump that if he imposes one penny of tariffs on Canadian steel or aluminum that Trudeau will pull out of the NAFTA renegotiation, which would be a very severe political problem for Donald Trump, and I think it was Trump who buckled to Trudeau’s threat, not the other way around
