…According to Bruce Green, director of the Louis Stein Center for Law and Ethics at Fordham Law School, there are a host of reasons why prosecutors may opt to drop a case, even if they believe a defendant is guilty. They may fear there is too much reasonable doubt, they may not consider going to trial a wise use of resources, or they may determine the defendant poses no threat.
“There’s no cookbook, there’s no guidebook,” he said. “Prosecutors use their best judgment.”
